I. INTRODUCTION
a. The traffic and parking regulations contain information you need to know about parking and operating a vehicle at York College of Pennsylvania.
b. The Department of Campus Safety at York College of Pennsylvania is responsible for enforcing parking and traffic regulations on all College property.
i. The Department of Campus Safety is located just inside the lobby of Manor Northeast and maintains office hours between 8 a.m. and 5 p.m. Monday through Friday.
ii. In addition to College policies, all traffic and parking regulations regulated by the Commonwealth of Pennsylvania apply and are enforced on campus.

II. PURPOSE
a. These regulations were established to provide York College of Pennsylvania with a safe and organized community in which to live and learn and to provide for the effective use of parking areas and the safe movement of pedestrian and motor vehicle traffic on campus. Regulations must be observed at all times, including during class registration periods, exam and read days, holidays, and during periods of inclement weather. Failure to comply with the traffic and parking regulations constitutes a violation subject to traffic or parking fines (by means of a citation) and/or referral to the Office of Judicial Affairs.
b. The operation of a motor vehicle on campus is a privilege and the College reserves the right to restrict, suspend, or revoke this privilege for just cause.
c. Any information contained within this document is subject to change. When warranted, changes to policies regarding traffic and parking regulations will be published in the Daily Bulletin, the Spartan newspaper and under Campus Announcement on the College portal.
i. It is the responsibility of the driver to obtain, read, and comply with Campus regulations; including parking and traffic regulations. The parking and traffic regulations may also be found in the student handbook and on the internet at http://www.ycp.edu/security/846.htm. Limited information regarding the availability and purchase of parking permits is published in all College catalogs.
ii. It is the responsibility of the driver to comply with all Commonwealth of Pennsylvania traffic regulations, including licensing, registration, financial responsibility (insurance), traffic control devices and vehicle operation.
iii. It is the responsibility of the driver to observe signage on all campus roadways and in all campus parking lots.
III. DEFINITIONS
a. Legal Parking Space -- Legal parking spaces are those bound by two parallel white lines.
b. Reserved Parking Space -- Reserved parking spaces have signs specifically detailing the authorized user of the parking space. Students and visitors are not authorized to use these specifically reserved parking spaces and may be cited for the infraction.
c. Ownership -- The student, or a member of the student's immediate family, must own the vehicle registered by a student. Vehicle Registration (Owner's) Card, valid and current financial responsibility (insurance) card, and a valid Driver's License are required.
d. Permit Hangtag -- Permit hangtags are issued by the Department of Campus Safety to identify vehicle operators and regulate parking on the campus. Permit hangtags are required 24-hours-a-day, seven-days-a-week all year long. Parking permits are valid from August 20th to August 19th of the year following and are renewed at the beginning of each academic year. Only York College parking permits are valid on York College property.
i. A parking permit signifies that an individual has been granted the privilege of parking on campus property. Registration of a vehicle in no way guarantees that a parking space convenient for the individual will be provided. The responsibility for locating a valid parking space rests with the motor vehicle operator. Lack of parking space, mechanical problems, inclement weather or other problems do not justify parking regulations.
e. Visitor -- A visitor is defined as any individual who is not a student, faculty, staff or contracted employee of the campus.
f. Resident underclass -- A student residing in campus housing or a resident hall who has 59 or fewer credits.
g. Resident upperclass -- A student residing in campus housing or a resident hall who has 60 or more credits.
h. Commuter -- A student (day and evening, full and part-time, undergraduate and graduate) who resides off campus in housing NOT owned by York College.
IV. PARKING REGULATIONS
a. All students are permitted to have motor vehicles on campus with certain restrictions for resident underclass and West Campus residents. All students, faculty, staff and visitors who operate a vehicle on campus are required to register with the Department of Campus Safety. It is not permissible for one student to obtain a permit for another student. All vehicles must display a valid parking permit to park on campus.
b. Parking Lot and Parking Space Restrictions
i. Resident underclass and west campus residents -- Resident underclass (freshmen and sophomores) and students who reside on the West Campus are permitted to have a vehicle at York College and will be issued a parking permit for a fee of $50 for the academic year. Resident freshmen, sophomores and west campus residents are restricted to west campus parking areas and are not permitted to park vehicles on the main campus, Monday through Friday, from 7 a.m. to 5 p.m. Parking areas associated with resident underclass and west campus residents are shaded in red on the parking map distributed with this publication. This color corresponds with the color of the associated parking permit.
ii. Resident upperclass -- Resident upperclass (juniors and seniors) of the main campus will be issued a parking permit for a fee of $50 for the academic year, which entitles them to park in resident parking lots on the main campus and in resident parking on the west campus. Resident parking is located south of the Pershing House, along the curb in front of Susquehanna, Codorus and Penn Halls, and just west of Penn Hall. Resident parking is also located in the spaces to the north and south of Tyler Run apartments. This does not include any lot reserved for Resident House parking; refer to iii(1) below. Parking areas associated with resident upperclass are shaded in orange on the parking map distributed with this publication. This color corresponds with the color of the associated parking permit.
iii. Residents living in Springettsbury, Curry, Kieffer, Springdale, Arnold, and Wenger Houses -- Residents of these houses will be issued a Resident House permit for a fee of $50 for the academic year. This permit entitles the house resident to park in the lot provided for the residence as well as any resident parking space on the main and west campusses. Parking areas associated with resident houses are shaded in purple on the parking map distributed with this publication. This color corresponds with the color of the associated parking permit.
1. Due to the limited number of parking spaces available at the afore-mentioned hoses, parking is limited to residents of the houses only. Non-residents (visitors and other students) will need to park on the main campus and in accordance with regulations that apply to them.
iv. Commuter -- Commuter students will be issued a parking permit for a fee of $25 for the academic year, which entitles them to park in the commuter parking lots on the main campus and the west campus. Parking areas associated with commuter parking are shaded in blue on the parking map distributed with this publication. This color corresponds with the color of the associated parking permit. Commuter students are encouraged to register all vehicles that they might operate on campus.
1. Commuter students are not authorized to register a vehicle whose owner/operator is a resident student of the campus.
v. Parking Off Campus -- All students are required to park vehicles in designated lots on campus. Resident students found parking in streets adjacent to the College are in violation of the Student Code of Conduct and may be subject to campus disciplinary action. Side streets have restricted parking and are enforced by the local police departments.
b. Faculty/Staff/Visitor Parking Lots are controlled between 7 a.m. and 5 p.m., Monday through Friday. After 5 p.m., faculty and staff parking lots are open for students to use, however, vehicles must be registered with the Department of Campus Safety and must display a valid York College parking permit. This entitlement does not apply to parking spaces specifically reserved for visitors and for staff, such as the Contract Services parking lot (identified in black on the parking map), nurses or health services and the mail carrier spaces outside of the Iosue Student Union, the Butler Avenue facility parking lot, and parking lots reserved for Resident Houses. Students are not considered visitors. All student vehicles must be removed from faculty/staff lots by no later than 7:00 a.m. Failure to do so may result in receiving a parking citation for the infraction.
i. Student employees of the campus are not entitled to faculty/staff parking permits.
c. Time-Limited Parking Spaces -- Three (3) 15-minute parking spaces are available for students to utilize while conducting business in the Miller Administration Building. The vehicle's 4-way flashers must be turned on when using these parking spaces. Six (6) 30-minute spaces may be found outside of the Human Resources office. These 30-minute spaces are reserved for individuals conducting business in the Human Resources office. Seven (7) 30-minute parking spaces are available for students to use while conducting business in the bookstore. Vehicles found parking in these parking spaces longer then the time allotted may be cited for the infraction.
d. Motorcycles must adhere to the same College regulations as any other motor vehicle. Permit decals are available in the Campus Safety office and must be affixed to the right-front fork or windshield.
i. Students registering a motorcycle as a second vehicle and who already have a current parking permit for a 4-wheeled vehicle may obtain a motorcycle decal at no extra cost.
ii. Students registering a motorcycle as their primary (and only) vehicle will pay full price for the permit decal according to their residence.
e. Stolen, lost or damaged permits can be replaced for $25 per semester for all residents and $10 for commuters.
i. If the original permit is presented for replacement, there is no charge. It is the responsibility of the registrant to report lost or stolen permits.
1. Any person found in possession of a lost or stolen parking permit will be issued a citation and referred to Judicial Affairs for disciplinary action. They also face the possibility of having charges filed against them under the most appropriate section(s) of the Pennsylvania Crimes Code.
a. It is also a violation of the Pennsylvania Law for a person to make a false report to law enforcement authorities. Violators may be prosecuted under section 4906 of the Pennsylvania Crimes Code: False Reports to Law Enforcement Authorities and referred to Judicial Affairs for disciplinary action.
ii. There are no partial refunds for parking permits.
f. Temporary Parking Permits -- Those students, faculty, or staff members who have their vehicles on campus for a brief period of time or who forget to bring their parking permit with them to campus may receive a temporary one-day permit from the Campus Safety office at no charge.
i. All temporary parking permits must be displayed on the rearview mirror with the permit information facing the windshield. Temporary permits authorized the same parking privileges as the registrant's regular parking permit. All temporary permits must be returned to the Campus Safety office no later than two days after they expire.
g. Handicapped Parking -- Use of a handicapped parking space is restricted by law to vehicles occupied by persons who are handicapped and which display an authorized handicapped plate, placard, or permit. (See Title 75 section 3354(d)(1)(2)(3)). Persons issued a State plate, placard or permit must have a state-issued handicapped I.D. card on their possession.
i. It is not legal for any person to use parking reserved for the handicapped when the person for whom the handicapped plate, placard or permit was issued is not in the vehicle. Vehicles not displaying a handicapped plate, placard or permit are subject to a minimum $50 fine and/or towing. Repeat offenders may also be towed from campus and referred to Judicial Affairs for a code of conduct violation.
ii. HANDICAPPED PARKING SPACES ARE NOT TEMPORARY PARKING SPACES!
iii. Temporary handicapped parking permits are available in the Campus Safety office for those with temporary medical needs. A valid doctor's note on physician script must be presented to the Campus Safety office and must specify medical conditions and duration of illness. Requests for a temporary handicapped permit may be denied if other options for parking exist. This temporary handicapped permit is valid only on campus property and is only for handicapped parking spaces.
h. Overnight Visitors -- Any resident student having an overnight visitor must register the visitor's vehicle with the Department of Campus Safety no later than 24 hours prior to their arrival. Vehicles of visitors arriving over a weekend or holiday must be registered no later than 5 p.m. Friday or the last business day before a holiday. Visitors will be issued a visitor parking permit, which must be displayed on the rearview mirror with the permit information facing the windshield. Students are not authorized to obtain and/or display a visitor permit for themselves or for their own vehicle(s).
i. All visitor vehicles must park overnight in resident parking lots and are subject to the same traffic and parking policies as students. It is the responsibility of the student to inform his or her visitors of traffic and parking policies.
ii. Visitors are required to come to the Campus Safety office, in person, with their driver's license and vehicle registration to discuss parking citations within seven (7) business days of receiving the citation. Students cannot discuss parking citations on behalf of a visitor.
iii. Students may be held accountable for fines imposed upon their visitors for any parking offenses incurred. In the absence of student information, the registered owner of the vehicle may be held accountable for any parking offenses incurred.
i. Daytime Visitors -- Daytime visitors to the College must obtain a visitor permit from the Campus Safety office which will entitle them to use visitor parking spaces. Daytime visitors are subject to the same traffic and parking policies as students.
i. Visitors are required to come to the Campus Safety office, in person, with their driver's license and vehicle registration to discuss parking citations within seven (7) business days of receiving the citation. Students cannot discuss parking citations on behalf of a visitor.
ii. Students may be held accountable for fines imposed upon their visitors for any parking offenses incurred. In the absence of student information, the registered owner of the vehicle may be held accountable for any parking offenses incurred.
j. All visitor permits must be returned to the Campus Safety office no later than two (2) days after they expire. Students are not considered visitors at any time.
k. Commuter Lots -- Commuter lots are restricted to commuter parking only between 7 a.m. and 5 p.m., Monday through Friday. After 5 p.m., commuter lots are open to resident parking, however, vehicles must be registered with Campus Safety and display a valid York College parking permit. Note: All resident student permit holders must vacate all commuter parking lots no lather than 7:00 a.m. Failure to do so may result in receiving a parking citation for the infraction.

V. TRAFFIC REGULATIONS
a. York College Campus Safety Officers are authorized by the Pennsylvania Motor Vehicle Code (Title 75) to regulate and enforce all campus traffic rules and regulations. All vehicles driven on the College campus are subject to the rules and regulations of the campus as well as Pennsylvania State traffic laws and are to obey all traffic control devices.
i. The speed limit on all campus roadways is 15 miles per hour. No person shall operate a vehicle at a greater speed than is reasonable and practical under existing conditions.
b. All faculty, staff, students and visitors are to drive with caution and adhere to this speed limit. Drivers are required to obey all traffic signs, signals, devices and instructions from authorized persons directing traffic. Pedestians have the right-of-way at all times. Anyone operating a motor vehicle contrary to these designations or in a negligent manner will be issued a traffic citation from the Department of Campus Safety. Any offense can result in a judicial hearing if the circumstances of the case warrant. The Department of Campus Safety has the discretion to revoke the privilege of anyone operating a motor vehicle on campus.
c. Vehicle Accidents -- If you are involved in a vehicle accident on campus and wish to file a report, you must do so promptly. Vehicles involved in minor accidents occurring in roadways may be moved so that traffic can flow unimpeded. Any vehicle accident involving injury or towing MUST be reported immediately. As per the PA Motor Vehicle Code, All accidents in which a person has been injured and/or an involved vehicle has to be towed from the scene, the appropriate police department MUST be called and a report must be completed. Please note that leaving the scene of an accident to which you are a part of is against the law in the State of Pennsylvania.
VI. GENERAL INFORMATION
a. Pedestrians have the right-of-way at all times. The driver of any vehicle must yield the right-of-way to any pedestrian in a marked crosswalk or within any unmarked crosswalk at an intersection. Pedestrians must exercise care when entering any crosswalk. He/she should not suddenly leave a curb or other place of safety and walk or run into the path of a vehicle, which is so close as to constitute a hazard.
i. The driver of any vehicle that is approaching an intersection or a marked crosswalk may not pass a vehicle that is stopped to permit a pedestrian to cross the roadway.
ii. Vehicle operators who do not yield to pedestrian traffic may be cited for disregarding a traffic control device.
b. It is impractical to mark with signs or paint all areas of the campus where parking is prohibited.
i. When parking on campus, vehicles must be parked between white lined spaces. Areas on campus without white lines, which include lawn areas, athletic fields, roadways, painted curbs, sidewalks and walkways, are not legal parking areas. Vehicles parked illegally will be issued a parking citation and may be towed from campus.
c. Vehicles must be parked in one parking space. Vehicle operators must leave clear access to adjacent spaces and must not block or impede driving lanes.
d. Parking over 'hash marks' or over painted parking control designations is prohibited and violators may be cited and/or towed.
e. The College reserves the right to tow vehicles or utilize a special locking device, at the owner's expense, on the vehicle of repeat offenders, those parked in a manner that obstructs traffic, or those violating laws and/or college policies. York College of Pennsylvania is not responsible for any damage that might occur as a result of having a vehicle towed.
f. The college is not responsible for any damage that might occur as a result of having a vehicle removed from campus or from having a wheel lock affixed to the vehicle. Any vehicle requiring a 'wheel lock' will receive a fine of $25.
g. Tampering, removing or altering a 'wheel lock' device may result in the cost of the device being assessed to the violator's college account.
h. A parking permit is valid only for the vehicle or vehicles to which it is registered and use by anyone other than the registrant is prohibited.
i. Permit holders are not permitted to lend, resell or give away the parking permit issued to them.
ii. The misuse of any parking permit by a student may result in fines, parking revocation and referral to Judicial Affairs. Faculty and staff may be referred to their Dean, Department Chair or Human Resources.
i. Students whose parent or spouse are faculty or staff members of York College are not entitled to use the permit issued to their parent or spouse. Students using a faculty/staff parking permit may be subject to a citation and referral to Judicial Affairs.
j. Fraudulently registering a vehicle may result in judicial punishment. This includes:
i. Purchasing a permit in another person's name.
ii. Registering a vehicle which will be used by a person not authorized for campus parking.
k. Use of a faculty, staff, contract services, or visitor permit by a student may result in judicial punishment.
l. Alteration to or counterfeit of a parking permit may result in judicial punishment and revocation or suspension of parking privileges.
m. Misrepresenting eligibility (including local address or class status) to obtain a parking permit may result in judicial punishment.
n. Permit hangtags are the property of York College of Pennsylvania and must be surrendered upon request of Campus Safety personnel. Faculty and staff who separate from the College must surrender their permit upon separation.
o. Vehicles violating traffic and parking regulations will receive a fine that is payable at the Business Office in person or by mail -- Do not mail cash. Unpaid fines will be forwarded to the Business office and treated as a delinquent bill approximately seven days after issue. Students will have transcripts withheld and will not be able to register for classes if they have outstanding citations.
i. A courtesy email may be forwarded to the York College email account of faculty, staff and students when a parking citation has been issued.
p. Any parking violation, regardless of who was operating the vehicle, shall be the responsibility of the registrant.
q. Any traffic violation will be the responsibility of the vehicle operator.
r. If a vehicle is parked in violation of any regulation or policy and does not receive a citation, this does not mean that the regulation has been suspended or is no longer in effect.
s. When parking parallel to curb side parking, the passenger side wheels shall be against the curb. Parking against the flow of traffic is a hazard and violators may be cited and/or towed.
t. Semester breaks and class/athletic trip parking -- Vehicles shall not be parked on campus during semester breaks or class/athletic trips without the prior approval from the Director of Campus Safety. If this becomes necessary, vehicles will be registered with the Campus Safety office and parked in the lower level of the parking garage. Vehicles found pared on campus during breaks that are not registered or in properly designated lots will be issued a parking citation and may be towed to another location on campus at the owner's expense.
u. Disabled Vehicle -- Disabled vehicles must be reported to Campus Safety immediately. Disabled and/or abandoned vehicles will be removed from the campus property at the owner's expense. Removal of license plate does not absolve the owner of the responsibility for proper removal of a vehicle. Having a disabled vehicle does not absolve the owner of the responsibility of paying a parking citation if the vehicle is illegally parked.
v. Parking Ban as a result of Parking Citations -- Vehicle owner/operators who receive five or more parking citations during a semester will receive a letter to their last known address, banning them from parking a vehicle on the main campus. It is the owners/operators responsibility to know how many citations he or she has received and to inform the Department of Campus Safety of any address changes. Once banned, vehicle owners/operators are prohibited from operating any vehicles on the main campus. Vehicles found on the main campus after being barred will be towed at the owners/operators expense to Darrah's Towing, 535 Prospect Street, York, PA and referred to Judicial Affairs for a code of conduct violation.
w. Parking Ban as a result of Traffic Citations -- Vehicle owners/operators who receive three traffic citations during a semester may be barred from parking their vehicle(s) on campus. It is the owners/operators responsibility to know how many citations he or she has received and to inform the Department of Campus Safety of any address changes. Once banned, vehicle owners/operators are prohibited from operating any vehicles on the campus. Vehicles found on the campus after being barred will be towed at the owners/operators expense to Darrah's Towing, 535 Prospect Street, York, PA and referred to Judicial Affairs for a code of conduct violation.
x. Vehicles not registered and/or parked in an unauthorized area will be identified through State Motor Vehicle departments or a private service. The fine for unregistered vehicles is $50, which includes the fee for having to perform this service.
y. The responsibility of displaying the parking permit rests with the individual who was issued the permit. The permit must be hanging from the rearview mirror with the permit number facing the front of the vehicle and visible from outside the vehicle and void of any obstruction. Motorcycles must affix the permit decal securely.
z. Vehicles without a permit properly displayed and visible are considered to be unregistered.
aa. A 15-minute maximum is permitted for loading/unloading. The vehicle hazard lights (4-way flashers) must be on and flashing the vehicle must be parked in a valid parking space, not in a turn lane, a fire lane, or in a roadway. THIS RULE DOES NOT APPLY TO HANDICAPPED PARKING SPACES.
bb. Parking, standing, or stopping is prohibited in any roadway, parking space or zone designated NO PARKING or RESERVED by a sign, painted surface, traffic control device or college policy. These areas include:
i. Loading docks, crosswalks, sidewalks or lawns.
ii. Fire lanes and turn lanes.
iii. Roadways, parking lot driveways or aisles.
iv. Traffic Control Devices:
1. Stop signs, yield signs, no parking signs.
2. Orange traffic cones and traffic barrels and barricades.
cc. Double-parking, parking, standing or stopping on roadways or parking so that the vehicle occupies multiple spaces is not permitted.
dd. Vehicles parked in front of dumpsters will be issued a citation and billed for the current fine imposed on the College by the refuse company for the missed pickup.
ee. Appeals -- An appeal of traffic or parking citation may be made after an amount equal to the fine or fines denoted on the citation has been deposited with the Business Office. The appeal should set forth reasons for appealing the citation(s) and must be submitted to the Department of Campus Safety within five (5) business days from the date that the citation was issued. Any appeal received after the five working day limit will NOT be considered. Appeal forms may be obtained from the Department of Campus Safety.
ff. Fire Lanes -- To ensure unobstructed access for all emergency vehicles, roadways and areas in front of ALL campus facilities must remain clear of all vehicles. Fire lanes are clearly marked with yellow paint. Vehicles found parked in fire lanes are subject to receiving a citation and/or removal from campus at the owner's expense. Fire Lanes are not temporary parking spaces.
gg. Snow emergencies and storm alert -- When a snow emergency is declared at York College, all parallel and perpendicular roadway parking is prohibited. Persons with vehicles parked on campus should tune in to the College Cable TV channel 7, College Radio Stations AM 640 and FM 99.7, or observe the signs that will be placed in building lobbies. Notices will also be published under Campus Announcements of the college portal. During a snow emergency, overnight parking is only permitted in the lower level of the parking garages by residents with a Main Campus permit. Certain areas will be closed at different times to allow for proper snow removal. Vehicle owners will be informed as to the specific locations.
i. Vehicles that violate this policy will receive a $15 fine and be towed to another area of the campus. The vehicle owner will also be responsible for all towing charges.
VII. EMERGENCY CALL BOXES
a. Emergency call boxes are located in various locations on campus. Emergency call boxes are easily identifiable by a blue light located at the top of the call box pole. These call boxes can be utilized 24 hours-a-day to call the Department of Campus Safety cell phone.
VIII. CAMPUS ESCORTS
a. On-campus escorts are available through the Department of Campus Safety. Escorts are available 24 hours-a-day by calling extension 1314 from a campus phone or 717-577-1314 from an off-campus phone.
Changes or additions in the traffic and parking regulations will be published in the Daily Bulletin and the Spartan newspaper. Notices and bulletins may also be posted under Campus Announcements on the college portal.
