Meet Robert Horner

Dr. Robert Horner teaches as an adjunct faculty member for the Masters of Public Policy and Administration program. His study and research interests focus on the administration and execution of public policy. Those areas include strategic human resources, financial management and government budgeting, program management, and contracting.

Dr. Horner serves as a Program Integrator supporting federal government agencies providing project management expertise and business management consulting. He has also served as a Federal Civilian for over 19 years within the Defense Department and U.S. Navy. Lastly, he has served for over 27 years as a Navy officer with the U.S. Navy Reserve.
